I propose to take moment at the middle of the circular hollow steel column. And the forces act on the top / bottom of the steel. And so the moment M of the steel = Force x (Dia/2)

And we have stress(max)= My/I

stress (max ) = 43.2 x 10^6 Pa
M= 8500 x 9.80665 Nx .145 m
y=D/2 m
I= (pi) (D^4-d^4)/64 m^4
